Ken, after re-reading your post, i picked up on something i missed before on the zebra tape issue. I missed the fact that your guys were using it as general splicing tape to join film anwhere not just at reel changes. You could counter this use by suggesting to them that they will take more time when breaking down by stopping every time they come to a zebra marked splice, and also that they will be also be screwing up the next cinema to get the print.

Ok because its company policy *IS* enough. Document each and everytime that they break policy, document each time the GM will not back up the policy then, meet with your regional. Very simple.
