To expand on what Joe said: what they are calling "fill leader" is normally called "sound fill." It's normally just release print stock (single-perf if 16mm) that one can splice into mag tracks to create silence. As long as the base side is what faces the heads, it's quieter and gentler on the heads than mag (and cheaper, too). This is generally useless to anyone but sound editors, unless you need a reel of junk film for alignment purposes or something.
