My ideas:
CAP Code is already available for film prints, and often used on multiple reels. The man-readable number does not have to be printed, making it hard to find, except by the FBI when they track any pirated video.
A Watermarking CAP Code system needs to be developed to UNIQUELY identify each screener tape or DVD sent. Kodak Digital Watermarking technology could be applied, as it cannot be removed or altered, no matter how the illegal copies are made (The watermarking would work even if shooting a video display with a camera, as it is an integral part of the image itself):

Anyone who lets their screener fall into the wrong hands would be held accountable.
The cases could be secured with strong combination locks, with the combinations sent to the theatre via fax or e-mail.

They are PROSECUTING pirates. Here's what happened to someone who pirated a screener of "The Hulk":
