Has everyone been trained up from scratch for this venue? From the above quote, I would say you're more than likely looking at human error than the install due to lack of experience and/or knowledge of the basics of film projection.

Being a new building will account for some of it. You're always going to get cement dust until someone gets in and does a thorough clean of the booth...but someone doesn't know what they are doing and you have to find that someone...and fast. If you have any opposition in town, people will quickly move there if they have nothing but scratched film to look at every time they pay to see a movie.
