Is the municipality open to re-zoning other parcels for use? If open farmland can be used, a couple days with a grader will get you ramps, considering there's nothing else there for you, and you'll have to build it, I think you want to own this land. Plus, this fellow may soon buckle once he knows you're prepared to go elsewhere.
