I tend to disagree Jack, from my experience it seems to be the farther from the home office the more power they leave to the individual manager. When you are close to home, people tend to look over your shoulder a lot more and try to take control of every little thing you do. At least that's how its been in my experience.

Good point, Rachel. Maybe it's a regional thing... overzealous DM's or the like.
