Irrelevant sidetrack:
Actually, most Vice Presidents have particular tasks to do that do not involve sitting around twiddling their thumbs. The Vice President of the United States presides over the Senate (and in the case of Cheney, spends a lot of time doing tactical support for the President).
In many places, you have a Vice President for Research, or a Vice President for Information Systems, etc., and those people manage large portions of an organization.
Or in the movie business, say, FilmJournal lists Warner Brothers as having 7 VPs (Exhibitor Services, Non-Theatrical Sales, Finance and Operations, Print Control, etc.) as well as 8 Senior VPs and an Executive VP.
