Real estate is just one factor of many that contributes to cost of living. I'll bet your food, transportation and utilities are much closer. You are pointing out, however, why minimum wage is so counter-productive. A cost of an apartment may vary considerably neighborhood to neighborhood while a minimum wage is state-wide - or even more laughable, nation-wide. I'm going to guess that somewhere in Washington you could find a similar apartment for less than your Houston one, yet their minimum wage would still be higher. It just doesn't make sense.

Actually, transportation tends to be lower here because of the oil companies.
Though if most things (like gas, food, etc) are about equal and housing is significantly more expensive, the difference in overall expenses is pretty significant. And you also have to consider that because housing is cheaper, other areas get cheaper as well.
Consider this:
I had gotten turned down at Bastyr University's acupuncture program (probably would've gotten in if I reapplied a year later) and I got accepted here in Houston at the American College of Acupuncture & Oriental Medicine. Bastyr's tuition alone was approximately $20,000 per year whereas I spent less than that total on tuition, rent, books, etc from my student loan. Both schools are just as well respected, yet the one I'm at is lots cheaper and it would be due to the housing difference between here and Seattle.
