Not really, they've just inherited these responsibilities along the way.

The Second Amendment calls for a well-regulated militia among the states for the purpose of home defense until a national force can be dispatched to the area of conflict. The Founders envisioned that conflict to be a military campaign of some sort, not a humanitarian mission. In the years between the Civil War and World War I, when the state militias evolved into our current National Guard, there still wasn't much emphasis on helping people in need.

Agreed, however, that FEMA needs some restructuring too. But once more the Federal Government was just as responsible for dropping the ball on this one as was New Orleans municipal and Louisianna state authorities were. FEMA doesn't need dismanteled, it just needs taken out of the Department of Homeland Security.
