I think celebreties have had numerous libel and slander lawsuits thrown out because they are "public" figures...
As for the laugh track, the darkest use for it that I'm aware of is in Natural Born Killers, where Rodney Daingerfield is berating his daughter.
I think I can make most any episode of COPS more interesting (and surreal) by inserting a laugh track. (I don't have the software for that, sadly.)
