We have here an ORC lamphouse -- 1600W Vertical bulb, orange/beige paint job -- and the lamp must be switched on manually about an hour or so before showtime...
It takes THAT LONG to strike!
What's up with this lamphouse?

What happens if you hit it with a hammer ? does that make a difference?
Does it have a lamp in in or does someone rush in and put it back while you're not looking?

Presuming your open-circuit voltage is OK:
Plugged blower? The sail switch may just be on the verge of doing something. Check the blower, sail switch, and the paddle. It might be fouled with dust and crud.
However, if manual strike seems to work OK, the problem is not with the sail switch or the blowers. I would suspect the zener diode took a dump.

check the manual strike if that works it is probably the zenier or the pot in serries with it (some had a fixed resistor)
If it doesn't strike manual is it a 3 phase or single phase rectifier
Some of the 1600 single phase had a small relay to switch the boost supply in and out so it would be suspect
If it is the 3 phase one I would suspect the caps

I'm pretty sure this is a single phase unit.
I will look at the relay situation by doing a swap and maybe then the problem will follow the relay taken out of this unit.

Manny also look at the 100-ohm/100watt resistor, adding another 100-ohm/100watt resistor in parallel will help, also look at the added full wave diode (2-small one) on the corner at the top of the heat-sink, 1-of these could be bad....
