Yesterday My Lamphouse (Xebex IV) refused to start. Later it started but the rectifier is making a loud whining noise. HELP!

You don't mention what kind of rectifier you have, but there are only two kinds of noises rectifiers typically make. A high reactance rectifier with a massive transformer can develop a humming noise from the transformer laminations, or you may be hearing a cooling fan whine. If it's the later check the fan motor bearings. If it's the former, snug down the transformer bolts and basically don't worry about it.

Do your rectifiers have an air-flow interlock to assure the cooling fan is running? If so, the fan may need to be cleaned and lubricated ("loud whining noise" from poor lubrication or bad bearings), or the lack of proper cooling may shut down the rectifier.

Is the xenon light Flicking and the Rectifier make a loud Noise ?
You may have a diode short-circuited in Your rectifier, but in this case the fuses at the main panel should be blown immediately.
Or, the "no load voltage" relay in the rectifier is defective.

Check the diodes, all the connection points (PLEASE, switck off the main breaker and wait 5 minutes befores checking)
