We have one CP-650 that for some reason randomly goes from Format 10 to Format 11. 11 is the Public Address, and there is nothing connected to it, so when it is in 11 there is silence. Anyone know what could be causing this and how to stop it from happining?

Format 11 is not public address, it is external 6 channel input, usually used for DTS, DA-20 and SDDS.

I had a similar problem, I found that it was an automation cable too long that I brought to the boxoffice that took interferences: when I was framing the image (the frame was motorized) it swicthed to Format 11!!

You're right. My mistake. Still, we don't have anything connected to Format 11.

Is there any chance that if it doesn't read a digital track that it is switching to 11 instead of 5 like it is supposed to? If so, why would it do this?

My gut tells me it is an opto-isolator on the CP-650.

What is connected to the "automation" connector (DB-25)? In particular pin-5. I mean at BOTH ends...check it. If it is some form of breakout board...it should be checked as well for solderblobs and such.
