I believe the standard Foot Lambert rating for 2D / 35 mm is 16 FL.

Is that measured with open gate or with a piece of clear film ? The clear film will knock down roughly 2 FL.

You are correct. 16fL is measured without any film rolling through the gate. This accommodates the 2fL loss when film is present to give you the 14fL you need.
