I was having a conversation today about frame rates and the differences between PAL and NTSC. It got me wondering about film projectors and whether the 24 fps was truly 24 frames per second.
Knowing that power output is not 100% constant or consistent, and that motors wear down over time, I assume there must be some acceptable tolerance. Since this would also affect the sound, I wonder how much variation from 24 fps is possible before it is noticed by the viewer.

Phase is constant, or electric clocks wouldn't be able to keep proper time. And you have a flywheel on the drive motor to make up for any momentary drops so I can't see why there would be anything different than 24fps.

If they use synchronous motors, they will be as accurate as your line frequency (so they should be as accurate as most electric clocks). Asynchronous would depend on a many factors mostly relating to incoming power and load.
I'd have to look up what the SMPTE tolerance is on the 24fps speed is...my guess is that it would show up in one of the Audio Standards since sound/pitch is more affected by speed changes. Off hand, I'd say that it would be +/- 0.5fps but again, I'd have to check. I know that going to say 25fps has a noticeable pitch issue for 24fps material.

I'm not sure about the acceptable tolerance as such, but I read long ago that the Dolby readers had a certain frame-rate tolerance within which they would correctly read the data stream. Not sure about DTS or SDDS.
I got curious about our old drive-in Centurys years back and put a 1K test film through some of them. With the pulleys they had I was reading about 930 Hz.

Crystal motors on film cameras are typically accurate to .05% plus or minus one frame in a given length of film...

What's interesting is +/- 0.5fps would mean a difference of 1800 frames an hour - or 75 seconds at 24fps.

Induction motors follow the frequency of the grid, and the grid is kept "close" to the nominal frequency at all times. However, grid frequency does vary a bit. So the grid, short term, isn't actually very stable. But as noted above, because clocks have to be right, the long term grid stability is amazing. The grid is corrected each day to bring clocks back to the right time.
Crystals work the other way up; short term, they are quite stable, but their long term accuracy is poor. One can use the mains to figure out how sharp or flat from it's stated frequency the crystal is.
Tone-wheel Hammond organs are also locked to the mains frequency, and in normal use, folks don't complain about them going out of tune.

I did a service call to several cinemas in Panama that where having problems with DTS. I found the Century projectors where running at 26+ fps due to wrong drive pulley parts. I have done many premieres of content shot at 25 fps which was a hassle during 35mm due to venue not having speed change options but not an issue with DCP projection.

When I entered the field of exhibition with Interstate Theatres, the circuit had two theatres on Cape Cod that were still operating with booth equipment from the '30s: the Port Cinema in Harwichport and the Chatham Theatre in Chatham. Both of these had a set of four legged pedestals in the booth that included a mount for a variable speed drive motor. While the picture heads had been replaced, the sound heads were the originals, installed when the theatres were first equipped.
Joe Cook, the circuit's chief projectionist and a veteran from the days of Powers hand cranked machines, explained the utility of variable speed drives with a wry smile, indicating that long slow moving shows could be speeded up!

Actually no true in modern film cameras as they are TCXO type crystals that are extremely stable. Plus or minus a few PPM typically. The crystal oven is always on as long as power is applied to the camera. While this is mainly for colder temperatures the TCXO is specified for the right high temperature will maintain it's accuracy over a very wide temperature range.

That sounds more like the number of bad frames that can be skipped before a fault occurs, dropping the audio out to the back-up optical analog track.
Dolby Digital could handle up to 4 frames of bad data before dropping to analog. SDDS could (in theory) miss more frames due to the back-up digital track with data staggered different from the primary digital track. On the other hand the printed data spots of the SDDS sound track were so tiny in comparison to Dolby Digital they could be a source of problems on their own. DTS could miss up to 48 frames of bad time code before failing to analog.
These digital sound formats do not read and play in the same manner as an analog track, where if you increased the fps speed it would increase the pitch and speed of the audio. The digital data is packeted. It has to be read and decoded in chunks and then played according to that data, which is set in a fixed time domain. If the system is running properly then those data packets are played back seamlessly. If the projector is running too slow or too fast the audio playback will be choppy and frequently fault to analog, if it even runs at all.

If I remember correctly, SRD works fine at 25fps. I have never tried it at 30fps or at slower speeds.
As for crystal-controlled cameras, I believe that the specification for the Nagra crystal recorder is +/- 1/4 frame per 10 minutes. I have shot full 400' rolls of 16mm film with Arriflex cameras and Nagras, DATs, and Sound Devices hard-disk recorders, and can confirm that all of them will hold sync perfectly well over a ten minute interview.

SR.D will run 11% fast and 7% slow or the other way around. There were plenty of slow running Century with aluminum drive pulleys. I measured one at 21FPS.

An old subject
There is no international standard that defines 35-mm. film projection tempo.
We have ISO 23 that specifies 24 frames per second and tolerates 25 for 35-mm. film (camera usage). ISO 25 says 18 or 24 f. p. s. for 16-mm. film, 25 tolerated (camera usage). ISO 26 (projector usage of 16-mm. film) says 16 f. p. s. minus 0,5 plus 2,0 and or 18 ± 1 and 24 ± 1.
With motors running by the grid AC frequency you have about ± 0.1 Hz short term variation but in the long it’s very precisely 60 Hz or 50 Hz.
Personally, I find it ridiculous that projectors are not run with crystal accuracy since the introduction of crystal control for camera motors. On the other side there’s nothing more exciting to me than theatre projectors hand cranked, for silents, of course.

Crystal control? That's a hoot. American projectors were less sophisticated than a manual washing machine, especially the motors. The only precise mechanism is the intermittent movement and even that leaked like a British motorcycle.

Sync motors held correct speed of course, but there were a lot of V belt drives around when SR.D was designed so that had to be accounted for. Flutter tended to be higher on toothed belt Century's unless everything was perfect.

Quite a few exhibitors in europe followed a bad habit of operating their machines at 25fps in order to squeeze out a few minutes per day, and obviously, SRD and DTS was able to follow.
I once overheard a couple at an exhibitor conference complaining that this is no longer possible with DCI ;-)

Back in Western Electric days there was a speed control on some systems and it was used by some to speed up the shows. Not that I was there, but I heard from people who were.

I once stage managed an outdoor concert where the band used a B-3.
About ten minutes into the show, people started to notice that the organ was playing out of tune.
After some investigation, I found out that the diesel generator which poweried the venue was only running at 59 Hz. Since the organ used a synchronous motor to operate the tone wheel it was playing 1.667% off-pitch.
If you assume that a piano or organ should play the note of "A" as 440 Hz. when the line freq. is 60 cycles per second then it would play an "A" at 432.667 Hz. when the line freq. is 59 cycles.
That means the organ was playing half way between an "A" and an "A-Flat."
It was definitely noticeable.
If a movie projector was playing 1.667% (59/60) of its normal speed i imagine it would be just as noticible.

When you think about it this is pointless. Realistically they aren't saving more than 2-3 minutes per show. Over 4-5 shows a day, this isn't enough time to really change the show times or even fit in an extra show. Maybe you save 10-15 minutes by the end of the day, which means little more than the manager gets to go home a bit earlier.

Speeding up songs was a fact on radio...I stopped listening to radio for music as a result.
I knew a theatre that deliberately modified their Century poly-v pulleys to cut down on show times and likewise, I knew an operator that would run a projector fast to get out a couple of minutes earlier. As a projectionist, I've been told by the manager to start the last show early but to ensure that the feature didn't start before the published showtime just so they could get out a few minutes earlier. I condone NONE OF THIS.
BTW...I've yet to turn up an SMPTE spec that gives a tolerance to the 24fps speed. I've now kicked it up a bit to see if it actually, in fact, exists. There are numerous locations were the 24fps speed is mentioned/referenced but it is always an exact number, never with a tolerance. I would think that such a tolerance would need to be a function of the desired speed so that it scales. However, the audio portion will be much more readily noticed before people notice a picture speed variance.

This is partially true. The decision to raise the turntable speeds didn't come from the DJs, but somewhere between the program director and management levels.
It wasn't to allow for more time for commercials, as that number was set ("forcefully suggested") by government rule. Rather, it was to make the music more "exciting", and raise the station's appeal to its listeners. More listeners = more ad $$
That didn't transfer well to movies however, at least not to me.
For some 20 years or so, one of the theatres I'd eventually work for had the wrong drive belts on both of its Centurys, causing a higher speed. It wasn't until we put a platter and stereo sound in the place that I was able to get the tech to consider there might be a problem. One stupid belt and the sound became normal. They had never considered it as their single show per night didn't put enough hours on the belt to ever become a problem and... I guess, my boss might have been tone deaf.

It wasn't to make room for more advertising. It was to make the station sound more exciting by increasing the tempo. Among other stations, WPLJ 95.5 FM in NYC did this back in the 70's or 80's.

The top forty station I worked for did the speed uptempo bit as well.WPGC AM/FM in Wash DC.They used EMT TT's with a speed controller homebuilt from an Op-Amp Labs variable oscillator module and a Crown DC 150 Amp feeding a step up transformer-then to to the TT motor.Later the EMT TT's were replaced by Technic SP10-then the outside variable frequency supply was no longer needed.Languised in the station junkpile at the transmitter building.The Crown Amp was 'recycled" as another monitor amp at the transmitter plant.

I'm guessing that uneven speed, such as from one of those old Bell & Howell
16mm projectors with a flakey mechanical governor, would be more noticeable,
(and annoying) audio-wise, than a projector that ran a frame-or-two off speed,
but at a constant rate. I'll bet most movie goers, unless they had a really good
'ear', probably wouldn't notice if a projector's speed was off by a constant few fr/ps.
Interesting anecdote:
A couple of years ago I was doing a rehearsal with a small orchestra that
was going to be playing with a rare silent film. These guys were professional
'silent film musicians' and did this all the time.
About 10sec into the rehearsal, the stage manger was on the comm-radio
saying that the orchestra leader was asking for me to double check the
projector speed.
The speed was supposed to be 18fr/sec, but I accidentally fat-fingered
19fr/sec when I was punching numbers into the speed controller.
(or maybe it was the other way around)
But whatever... I was pretty impressed that those guys could tell I was just
one friggin' frame-per-second off speed so quickly.

Jim, you are so wrong. Even a 1fps variance in a 24/25fps system is quite noticeable in pitch.
In your silent film case, you are talking about over a 5% faster speed. The musicians/conductor are likely using a metronome to ensure that they stay at the right pace. 5% is HUGE to be off.
When I've done silent films, I've had situations were we were down to 2/100ths of a frame per second (depends on the movie and who is orchestrating, really).
In fact, I found that supplying a mere 2-digit readout to be insufficient for sites that were going to be doing silent movies with such accompaniment and would specify 3-digit (tenth of a frame per second readout) in order to be accurate enough. Many times, when they rehearse, they time a passage for how long it should be and where the beats are. So you may be matching another projector's inaccuracy or even a video player and all of what it took to get the image onto that device.
BL&S on some of their road show type events had dubber that only had the time code information on it and a "clock" for the conductor to gauge themselves with to ensure that the musicians were always in time with the movie.
The musicians of the day never had it so good!

Our local top 40 station had Gates turntables, 3 speed. 33-45-45+. They turned down the 78 rpm position in a lathe. Two problems: Some songs sounded terrible when up-pitched. The two turntables were not exactly the same speed; I could tell them which turntable they were using.
The biggest problem that those of us with perfect pitch had was that notes moved up to the cracks where no real note existed.

When I was in high school (early '90s) some friends and I noticed that the local top-40 station (WXKS-FM) was playing many songs about 1-2% fast. I assume that they were using CDs (or maybe carts) at that point, but the change in pitch from what it should have been was unmistakable for anyone familiar with the songs that they were playing. Did normal people notice? Apparently, not enough to get them to stop doing that. No doubt, a classical station that tried something like that would be flooded with complaints.
I have no idea if they still do this. I don't normally listen to top-40 radio now.

With computer playout being the norm on radio stations, nowadays tracks generally get played at the right tempo. Except when it's close to the top of the hour, and then the software stretches or shrinks the track to fit perfectly. Sometimes the time change involves a pitch change, sometimes it doesn't, depends on the software.

Jim...note, people won't notice the motion being off that much but when you are dealing with musicians, their livelihood partially depends on them keeping time...yes, they'll notice. The layperson will notice the pitch change, for sure. Particularly if they have any frame of reference (they know how the actor should sound or a piece of music or if everyone just sounds too high or low...you'd be amazed at at how sensitive the human ear is to pitch (just about anyone's). It is sort of like lip sync. You can get away with sound being delayed too much by a wide margin but you best never have sound lead the image, the brain KNOWS something isn't right. We're built with sound lagging image (people/objects are not at zero distance so in real life, sound always lags image, never the other way around.

There are musicians and conductors today that basically need a click-track to conduct, but I can assure you that back in the actual silent era, no such thing was possible or necessary. The conductor had to truly be in charge of the orchestra and make tempo adjustments on the fly. Larger theaters had a call box from the orchestra pit/organ console up to the booth so that the conductor or organist could tell the projectionist to slow down or speed up.

Film shot at 24 fps was projected at 25 fps on television systems in countries using 50 Hz power, and therefore a 50 Hz field rate video (405/50 or 625/50). The resulting increase in audio pitch was accepted. USA television, 525/60, with 60 Hz power, used projectors with a "3/2" pulldown so the film speed was correct at 24 fps but compatible with a 60 Hz field rate. The earliest telecine projectors did this, such as the RCA TP16, with a synchronous 60 Hz motor, produced in 1940's. http://www.earlytelevision.org/rca_tp-16.html

The group that oversees the U.S. power grid is proposing an experiment that would allow more frequency variation than it does now without corrections, according to a company presentation obtained by The Associated Press.
Officials say they want to try this to make the power supply more reliable, save money and reduce what may be needless efforts. The test is tentatively set to start in mid-July, but that could change.
Tweaking the power grid's frequency is expensive and takes a lot of effort, said Joe McClelland, head of electric reliability for the Federal Energy Regulatory Commission.
"Is anyone using the grid to keep track of time?" McClelland said. "Let's see if anyone complains if we eliminate it."
Won't affect GPS or Internet
No one is quite sure what will be affected. This won't change the clocks in cellphones, GPS or even on computers, and it won't have anything to do with official U.S. time or Internet time.
But wall clocks and those on ovens and coffeemakers — anything that flashes "12:00" when it loses power — may be just a bit off every second, and that error can grow with time.
It's not easy figuring what will run fast and what won't. For example, VCRs or DVRs that get their time from cable systems or the Internet probably won't be affected, but those with clocks tied to the electric current will be off a bit, Matsakis said.
This will be an interesting experiment to see how dependent our timekeeping is on the power grid, Matsakis said.
The North American Electric Reliability Corp. runs the nation's interlocking web of transmission lines and power plants. A June 14 company presentation spelled out the potential effects of the change: East Coast clocks may run as much as 20 minutes fast over a year, but West Coast clocks are only likely to be off by 8 minutes. In Texas, it's only an expected speedup of 2 minutes.
Some parts of the grid, like in the East, tend to run faster than others. Errors add up. If the grid averages just over 60 cycles a second, clocks that rely on the grid will gain 14 seconds per day, according to the company's presentation.
Spokeswoman Kimberly Mielcarek said the company is still discussing the test and gauging reactions to its proposal, and may delay the experiment a bit.
Aimed at making grid more reliable
Mielcarek said in an email that the change is about making the grid more reliable and that correcting the frequency for time deviations can cause other unnecessary problems for the grid. She wrote that any problems from the test are only possibilities.
In the future, more use of renewable energy from the sun and wind will mean more variations in frequency on the grid, McClelland said. Solar and wind power can drop off the grid with momentary changes in weather. Correcting those deviations is expensive and requires instant backup power to be always at the ready, he said.
The test makes sense and should not cause too much of a hassle for people, said Jay Apt, a business professor and director of the Electricity Industry Center at Carnegie Mellon University.
But Tom O'Brian, who heads the time and frequency division at the National Institute of Standards and Technology, expects widespread effects.
He said there are alternatives if people have problems from the test: The federal government provides the official time by telephone and on the Internet.

There are three networked power grids in continental USA, East, West, and Texas. Within each network the frequency tolerance is extremely tight, as you can envision hundreds of power station generators operating in parallel so they are essentially locked together. Also, typical steam turbines must operate very close, tenths of a HZ to 60, or it can quickly sustain extremely expensive damage to the turbine blades. Correct. That's because terrestrial network timing is derived from a Stratum 1 source, usually GPS or Cesium clock.

I doubt that very much. The difference between 25fps and 24fps is 3600 frames over the course of an hour which is 144 seconds at 25fps. So 4.8 minutes over the course of 2 hours. They could accomplish the same thing by running shows 5 minutes closer together or playing one less trailer. And if they ran shows at non-odd times, like 12, 2:30, 5, 7:30, 10, they'd only be saving anything on the last show and that would only be less than 5 minutes. So if they were doing it, it was nonsensical.

That definitely went on, some circuits here had Kinoton/Phillips with VFD and usually those had a switch somewhere inside which allowed 25fps.
That nearly 5 minutes might mean catching your bus home, or more likely catching last orders at the pub

Yep, it actually happened and I be damned it didn't happen outside of Europe either.
Maybe Europeans were more used to the higher pitched voices, since most film to PAL and SECAM conversions happened by speeding it up to 25fps. So, they simply compensated for the audience expectations.

At the Multiplex I was working 10 years ago all Lenze Frequency Converters in the Ernemann 14s were set to 52Hz...

Last month I changed motor drive belt on 16mm Eiki EX-6000. Program was "The Cheyenne Social Club"(1970). Two weeks later a fellow asked me if I had speeded the show. I hadn't noticed, but opened case and found I'd inadvertently put belt on 50Hz pulleys instead of 60Hz, with 60Hz mains. I am still puzzled that I did not notice change in picture and sound.
