Is there a cheap or free program that I can use to rip a dvd and edit it and burn it back onto a dvd?

Follow that link from Adam and look for DVD Shrink. There is a great guide on the site about DVD Shrink. Depending on what you plan on ripping for (legal use of course
) you may need DVD Decrypter and IFOedit as well. Again, it's all on that website!

dvd decrypter is a piece of freeware you can download that works fine. Naturally, you'll also need a burner, but virtually every drive comes bundled with oen.
