When 480 (non-anamorphic) content is uploaded to 720p or higher by a receiver or DVD player, what is the actual resolution of the frame? Is it 1280x720 with the 4:3 frame letterboxed by black bars on the side or is it just 960x720?

1280x720. And I think you mean "upscaled". If it is not anamorphic it will probably put black bars on the sides. 720p and 1080i/p are 16:9 formats, period. There are no 4:3 versions. 4:3 HDTV owners can be left in the dust, as far as I am concerned. Of course you are still only looking at 702x480 of detail, though. Upscaling does not improve the picture quality much.

NTSC isn't limited to 640x480. It can also use "non-square" pixels. I think the maximum NTSC resolution is 720x480. That's what the DVD and MiniDV spec runs at. The resulting picture is still 4:3 in non-anamorphic mode, though. But that's why when you view MiniDV video on a computer, it looks a wee bit stretched horizontally, since computer monitors use square pixels.
