I had a similar device (ophit), and it was working properly. I used it to connect an HDMI device to my old CRT projector trought VGA input.
I know that HDFury works better.

We have several Christie Roadsters that support the resolution but they do not have a HDCP compliant hdmi input so blue ray often down scales itself

Should work fine for that, though I think you can find equivalent devices for far cheaper on Ebay.

So does that mean it will allow me to input an HDCP free signal to my Cine IPM from a Blu Ray player HDMI out into say the DVI input (with the correct input adapter on the end of it)?

Never a good idea to title a thread HDCP stripper as it draws attention from the wrong people.

The HD Fury works well but it does convert the Digital signal to
analog. It will pass 1080p 60/24 from BD.
More in demand are the ones that output HDMI without
HDCP. They are out there but not openly marketed for obvious reasons. Most all of this stuff comes from over seas.
A few years back someone was selling a DVI to DVI distribution block which also stripped HDCP but this feature was left off the brochure. It became a very popular box and soon word hit all the forums with people foolishly posting its secrete. It did not take long before a few people started posting this is breaking the law( and indeed it was, Im sure one of them turned them in ) and soon they received a letter from the MPAA and sales of that box came to a quick halt.

I've used the HD-fury. It's not a stripper, since it is in itself an HDCP compliant device. The other device Alan mentions is a far better choice.

The Cine IPM only does 1080i. Later this year a new version of it will support full HDCP and 1080P.
