Other than 'phoning the distributor to ask, is there any way to tell if a DCP is encrypted without ingesting it?

Not always, even if you're lucky enough to have an info letter.

Some servers will tell you the moment you insert the drive if it's
encrypted or not, without actually ingesting it. But to do that, of
course, you need to have access to a server.

"dcp_inspect" will certainly do the job, if you have a computer running
linex and want to go through the trouble of downloading & installing it.

Other than that- - a call to the distributor, assuming the film has one,
might be the only other way. The worst scenario is having to ask the
filmmaker, since in my experience a large number of them are absolutely,
totally clueless when it comes to dcp's.

If you see any <KeyId> tags in the CPL XML file, you know the DCP is encrypted. Or you can import the DCP into DCP-o-matic and it will say "Needs KDM".
