Why is reel four short and the remaining four reels longer?
What exactly is the point when most theatres will splice all seven reels of film together on a platter ?

I've been asking the same question for years now.
I think the next person to ask is the film editor? I assume they are the ones that determine when reels should end and how long those reels can be.
Maybe someone forgot to tell those editors a majority of film these days run on platters, you know those tables that go round and round and not reels with COs.
