The government said they were never authorised, and that it needed to bring "order" to the management of independent businesses.

I'm going out on a limb and saying these cinemas are showing bootleg blu-rays, so the Cuban government is, in effect (and unintentionally), enforcing the copyright protections of the Hollywood capitalists.
