The new rules requiring closed captioning and audio description (VI) released in December 2016 are now in effect (as of June 2). My summary of the rules along with links to the published rules is at http://ftp.uslinc.com/ftp/MultiProduct/Accessibility/q_wp_cin_accessibilityrequirement_171129.pdf .
