Carl, YOU are right, and in this case your 'union guy' is a bit off base. I recently dealt with a similar situation last year.
Yes, you'd be able to see a large amount of ripple when viewing a light source sans shutter; but often, small amounts of ripple or phase unbalance can only be seen when viewed on screen with the shutter running.
At one time, I made an inductive scope probe using an old coil of wire to detect a tricky ripple on the DC line.
I had an electronic scope with storage capibility so I was able to compare the ripple wave-form with that from a known 'good' power supply to help track down the problem.
In my case, I traced the problem to a failing filter cap in an old (well, actually, ANCIENT!) carbon arc rectifier power supply that had been badly bastardized to work with the Xenon.
