Bottom line in all of this goes back to good ole fashion parenting. The reason teenagers don't understand consequence by age 15 is because they aren't taught consequence. Everyone gets another chance. It all starts with the mom saying "one more time" and repeating that 50 more times with no result. Our system works that way as well, it is so damn slow, they forgot what the hell they did in the first place. Most of them have gotten away with so much already, that if picked up later, they really need the cops to say what they are being arrested for, miranda rights or not.
I am totally with you on white coller crime. South Dokota made a huge leap in that regard by convicting former Gov. Janklow on 2nd degree manslaughter charges for running a stop sign and killing a motorcyclist. He has a LONG history of wreckles driving offenses. Of course he hasn't been sentenced and currently is not in jail.
I can't really agree that society's education reduces crime and certainly not juvenile delinquency, the more educated the public gets, the more soft we are on these turds and let them run the lives of adults around them. A whoopen by the tool shed never hurt anyone.
In high school you can skip all you like and still find a way to graduate. Hell we even have Independant Learning Centers that allow kids to go half days, provide smoke breaks and still get the same diploma from the school you were kicked out of or flunked out of. That sure teaches them responsibility. Not to mention the shaft on the kids that put in their time and get the same piece of paper. Lets go back to the real "board" of education and when mom and dad got called, you got another one at home. Now when mommy gets called, the school is picking on little Johnny and we need to talk to a lawyer.
