Yeah, it's a pretty interesting little piece of trivia. It's simply just a matter of the time window an engine has to complete it's cycle. No matter what the internal measurements are, to complete all four strokes in each cycle takes 720 degrees rotation of the crankshaft. Torque is a measure of how much work an engine can do at a given rpm, and horse power is the rate that the work is accomplished. When an engine is running slowly, maximum pressure in the combustion chamber can be sustained for a longer period of time and accomplish a large amount of work. The faster an engine runs, there is less time for the fuel/air mixture to react thus causing a drop in torque but an increase in the rate at which the work is done. So, at 5250, though the value of torque and horse power can increase or decrease based on pumping efficiency of the engine, the number will always be the same.
