Close Jeff, but no cigar.
That's actually Ron Sweed who, in the 1970's (Good eye, Paul!), created "The Ghoul" on WKBF-TV in Ohio...an imitator of the original Ernie Anderson's "Ghoulardi" when Anderson moved to Hollywood and became an announcer for ABC-TV.
When Sweed's Ohio show got cancelled in the mid 70's, he left Ohio and moved to WKBD ch 50 in Detroit...where I first knew him. His format was hosting cheesy "B" sci-fi movies and then doing funny bits at commercial breaks... sorta the forerunner to MST2000.
He used to like torturing a character known as "Froggie"... a doofus-looking, foot-tall, plastic frog in a tux ... I remember one night he put an M-80 firecracker in "Froggie" and lit it Live on TV. It was hilarious... the color TV camera couldn't deal with the concussion and freaked out into separate R,G, B images and then finally regained it's registered pic... too funny!
