It also looks like it has been badly upscaled, using "nearest neighbor" pixel re-sampling.

That looks a lot worse than nearest neighbor resampling. It almost looks like undersampling. Notice how all of the pixels aren't even the same shape. I don't think I could create an image that bad if I tried!
