That image might be a little complicated to reduce down to thumbnail size. Simple images of a person's face typically "read" a lot better.

After looking at the photo Kyle posted a little more closely, it looks like it has been re-sampled numerous times. There's multiple levels of blocking artifacts with varying levels of coarseness present.

I also wonder if the image wasn't lifted from a video source. Perhaps all the rectangular blocking and other stuff was a result of up-res and down-res stunts to get rid of interlacing saw-tooth effects.

Bobby, at the risk of turning this thread into a snore-fest, I think Kyle's pic is just the result of a bad scaler. It might just add a pixel here and there when increasing the size. This is also a very old type of scaling, probably not seen since 1920.
