I have actually given this issue thought in the past and came up with an idea. Build the Theatre with a passive blocking system so that cell phone and pager signals can't make it into the auditoriums (public safety radios transmit a much higher power and would need much more material to block so they'll be ok). Then install an internal pager system (with pagers that only vibrate) similar to a restaurant waiting pager. Set it up so that people who are legitimately in need of being contacted will get a pager, and give a special number to the people that would need to contact them. The only people that get pagers will have to prove they need it in some way. With this idea, you would eliminate the problem of people yapping but you'd still let people who really need to be in touch stay in contact.

PS- I wonder if those handheld jammers work. You need an aweful lot of power (relative to what a handheld transmitter would normally output) to transmit wideband enough to raise the noise floor of the whole cellular spectrum. If it does work, I surely wouldn't clip it on my belt...I might want to have kids one day.
