Neither Matt Groening nor any other television producer for any network anywhere has any say in the matter. The Simpsons is owned by Fox, it’s their show to air as they like, with whatever they like over it. If you accept network money to produce or license your show, you do so knowing that a network brand ID is going to appear, end of story. In fact, the various Discovery channels (Discovery, Animal Planet, Science Channel, HD Theatre et. al.) have program delivery standards that specify the position of the bug down to the line and millisecond. Content providers have to agree to this contractually, they also have to agree to keep that area of the image clear of other graphic content before seeing a dollar from them.
