Ang Lee's film is not to be compared to a movie, and what we are used to see. Doug puts it like this:

so neither 120fps or 60fps are at 4K resolution ?

NO!

With current DCI systems, there isn't enough bandwidth. In fact, Billy Lynn is sticking with 250Mbps.

Even the Barco Alchemy tops out at 4K/30fps 3D (but can handle the 120fps/2D/2K and 60fps/3D/2K)

and ironically the 4K UHD home video release will be at the original digital capture resolution:

Digital Intermediate (4K) (master format)
F65 RAW (4K) (dual-strip 3-D) (source format)

but stuck at 2K due to the maxing out at what 3D allows.

Well it is certainly true that in this case from the directors view the higher frame rate is more important to keep than the higher resolution. Also, 4k/3D is still not in any DCI/DCP standard. Laser IMAX could do it in 3D/4k/60, as IMAX has tight control over their systems and make their own DCPs. Sonys can play 4k/60, also in 3D, although single projector 3D systems will then rescale to 2*2k for the split-lens.

Isn't the Dolby Cinema setup able to do 4K 3D at 60fps? Or does it max out at 24fps?

The Christie IMS used for Dolby cinema maxes out at 4k/30fps.
Unlike the Barco Alchemy, the Christie IMS still needs a conventional ICP in the projector, which limits the available framerate/resolution combos to standard series II specs (per eye in 3D).

Pfffftt. Wimps! Remember when we used to run separate sound and picture? Remember when we used to have 3 different projectors for 3 different parts of the screen? Why not have two projectors and two servers with RAID arrays full of SSDs, both running 60fps 4K, one for each eye? Or maybe 4 projectors and 4 servers to deliver 120fps 3D. It's worth it for Billy Lynn. I mean c'mon it's Ang Leeee!

Oh Joe, you're just being silly. Why not setup 4 projectors, each projecting 60FPS on top of 3 other machines, each also projecting 60FPS? Then we could have 240FPS and that would be so lifelike people would have heart attacks!!!

All I know is that this is a story that NEEDS to be told in 120fps 3D. It can't be told in 2D or at 24fps, you just won't "get" it. This is BILLY.FUCKING.LYNN. You don't spare expenses on Billy.

Personally, I hate the HFR look. But I still want to see the scarce HFR releases in order to hate it more profound. So, looking forward to the 120fps version...

I think Cameron and Jackson had good technical reasons for HFR in 3D - 24fps L/R is really not enough for 3D perceiption.
Some would say, if 3D doesn't work in 24fps, then better get rid of 3D instead of making it even worse with HFR...

Anyway, looking forward to see the first 2D HFR release. I hope we receive the keys for all versions.

So I just recently saw a NATO letter that implies that the only HFR that is going to be released now are two. One in New York City and one in LA using the 4K/3D/120FPS format and they will open on 11/11. A week later the normal 2D/24fps will be released.

If true, I know of some that will be disappointed that they went through the trouble of getting prepared only to find that, not only will they not be showing it in the HFR (probably saved themselves from that potential fiasco) but also will be starting it a week late.

Steve is correct. Sony has advised NATO that there will only be two locations in the United States showing Billy Lynn's Halftime Walk in the 3D HFR format. The rest of the engagements will all be with 2D 24fps. Poor Ang Lee, all that hard work for nothing.
