Now, I may be in error, but thought that 'indecent exposure' referred to the baring of genitalia, and in some places, pubic hair must also be exposed for it to be an offense for which one could be arrested / detained / fined.
And if you want to get technical, the breast is NOT a genital!
There was a bit of legal spat in the past couple of years in Waterville, Maine relating to indecent exposure. Two young women that were students at Colby College opted to go jogging, topless (bounce, bounce, ouch!) - and were picked up for indecent exposure, but it didn't fly, for the reasons I detailed above.
