I believe it was in Denmark... A little boy was born with no eyelids so his Dr. simply grafted on the left over foreskin from his circumscion. The kid could see fairly well, he was just slightly cock-eyed.

Froggy was a character on "The Ghoul Show" that always got the worse end of all his skits.

The Ghoul Show was on Detroit TV and I faithfully watched it every week...pure CHEEEZE! He used to show "B" SciFi movies and then do some skits with various characters at the breaks.

He loved to blow things up with M-80's

Search You Tube for more of The Ghoul.
