Answer: amateurs passing themselves off as professional graphic designers. In this case it's likely one of two possibilities. 1.: Some doctor designed the logo. More than a few doctors out there believe that being a doctor makes them expert at any and all things, including graphic design. 2.: An amateur with no formal design training making near or just above minimum wage in a fast signs shop or print shop designed the logo.

People without artistic talent rarely ever buy a bunch of painting supplies from an art supply store expecting to manually generate great art by merely having the equipment. Yet the same people make exactly that leap when computer graphics applications are involved. They think the graphics programs are doing all the work. Many people hiring graphics staffers have been infected with that idea for over 20 years, "with these graphics programs I can have my secretary do the art and avoid hiring those people with degrees!" Worse yet, many schools teaching graphic design now devote far too much time on teaching people how to click around in Illutrator or Photoshop and not enough time on the philosophies of graphic design (typography, color theory, page layout, visual communication, etc.).

Thought process? Evaluating the design concept? Considering how the viewer will "read" or interpret the finished design? Most amateurs don't do that. They just throw together what they think looks "cool." Or worse, they may not care how it looks. The person doing the design work may not have a clue, make not give a shit or BOTH.
