Regardless of the type of dog, whether it be a Chihuahua or a Pit Bull, the owner is responsible for CONTROLLING HIS DOG AT ALL TIMES while in public.
If a dog goes after a person; it doesn't matter if that person is a police officer or an ordinary "Joe," walking down the street; he has the right to do what he believes is reasonable to defend himself.
If it is a small dog, it might be reasonable for a person to simply side-step it. A larger dog might need to be kicked, punched or hit with a stick in self defense. A large dog like a Rottweiler or a type of dog that is known to be fierce will certainly require more drastic measures in self defense. I'm sorry to say that shooting might very well be the best course of action.
If it can be shown that the owner of the dog either ordered it to attack or negligently allowed the dog to attack a person, the owner is JUST AS LIABLE AS IF HE ATTACKED THE OTHER PERSON HIMSELF. Yes, a dog can be considered to be a weapon in the right (wrong?) circumstances.
As such, a police officer has the right to act according to the circumstances. It is not out of the question to think that a Pit Bull might be trained to attack policemen. I don't know all the circumstances but it is reasonable to believe that shooting the dog might have been the safest course of action.

So... This gets me to one of my pet peves: People who don't control their dogs when asked.
My wife and I were walking on the beach when we came upon a guy playing with his German Shepherd at the water's edge. The dog, being friendly, came running over to greet us.
My wife is afraid of big dogs. She started to freak out. I hollered to the guy, "Control your dog, please!" but the dog kept running toward us and the idiot owner just stood there.
I stepped between the dog and my wife, grabbed it by the collar and hoisted its front legs off the ground. The dog yelped as I dragged it back to the guy. "Control your DOG!" I shouted. "She's afraid of dogs!"
The guy tried to get huffy with me for manhandling his dog. "Leash laws!" I replied. My wife and I walked off. The guy just gave us dirty looks.
Personally, I would have petted the dog when it came up but Melanie was having a shit-fit. I did what was reasonable under the circumstance.
It's a lucky thing she wasn't by herself! Melanie has a Concealed Carry Permit and she packs heat. If I wasn't with her, she very well might have shot that dog!

A pit bull bit and seriously injured a 5-year-old boy Friday in West Valley City.
The dog bit the boy on the face and head, said West Valley City police Lt. Dalan Taylor. A helicopter flew the boy to Primary Children's Medical Center.
The "attack," as Taylor called it, happened about 5 p.m. near 3000 S. Ray St. (4175 West). The boy lives across the street from the dog's owner and both the 5-year-old and the animal were on the street a few houses down.
Taylor said police had not yet found a witness to the attack and do not know what, if anything, spurred the dog to bite. The dog's owner said the dog was in a kennel and on a leash in a fenced yard when he left for work in the morning and does not know how the dog got loose.
Animal control officers took possession of the dog and are investigating the case. Taylor said no citations have been issued.
The dog needs to be put down. I don't care if it was the only time the dog ever attacked someone, there shouldn't be a "three strikes" policy on this sort of shit.
And how odd, yet again it was a pit bull. THAT is probably why the officer said to himself "screw this, its a pit bull" and shot the dog in the earlier article. That poor kid will now have to live with his new face for the rest of his life, not to mention whatever damage that may or may not have done to him mentally being attacked like that.
Why is it people cannot have ferrets as a pet but having a historically dangerous pit bull is ok?

I don't currently own a dog, but if some jerk made the choice to walk on to my property to beat a dog on my front lawn with a baseball bat, I would probably get a gun and shoot that asshole. Then I would tell the cops, "he brazenly walked on my property armed with a baseball bat and beat my dog. I thought I was next. I was in fear for my life, officer." Honestly, that's really what I would think. A baseball bat is a deadly weapon. People do get bludgeoned to death with hard objects swung as a weapon.
We have the "make my day" and "stand your ground" laws in effect here in Oklahoma. You have the right to absolute safety on your own property.
A couple of weeks ago, nearby in Cache, OK, Martha and Carl Miller were murdered by some asshole (29 year old Mica Martinez of Indiahoma) who happened to be free on bail under a charge of aggravated assault on another woman.
Before dawn, this character was shooting a 30-30 rifle from his car while parked in a semi-rural neighborhood west of Lawton. Investigators believe Carl Miller went outside to see why someone would be firing a gun. Coyotes maybe? Martinez confronted Carl Miller, attacking him by using the 30-30 rifle like a club. Carl Miller was left laying unresponsive in his driveway. Martinez then entered the Miller home through an open garage door. He found Martha Miller sleeping in her bedroom. Martinez beat her repeatedly with the rifle. He may have sexually assaulted her as well.
The Millers' son, Shawn Monk (aged in his 30's), had spent the night and was sleeping in another room. At first he thought the noises he was hearing was from the Millers' TV set. Carl would sometimes watch TV in the middle of the night when he couldn't sleep. Shawn got up to check out things and found Mica Martinez leaving the bedroom. The two immediately started fighting. Shawn Monk suffered injuries to his head and body in the process of over-powering Martinez and getting control of the rifle. He then called 9-11 before Martinez got up to continue fighting and try to escape. When deputies from the Comanche County Sheriff's Dept. arrived they found Shawn Monk and Mica Martinez in the kitchen still fighting. Monk was bleeding profusely from his head wounds.
Deputies found Martha Miller in her bedroom, still alive, but in very critical condition. She died hours later at Comanche County Memorial Hospital. Three days later, Carl Miller died of his injuries. He never regained consciousness. Carl died the day of Martha Miller's funeral. The Comanche County D.A. charged Mica Martinez with two counts of first degree murder and two counts of assault. Martinez was denied bond. It looks very likely that, if convicted, Martinez will face the death penalty.
Onto the stuff about pit bulls.
I agree 100% that it is a very sad thing for a police officer to have to shoot a pit bull charging at him at full speed. In that circumstance I mentioned earlier, the officer really didn't have a choice.
Pepper spray can be very messy stuff. You'll only avoid getting that crap on you in a lucky, perfect encounter. There is no guarantee it will stop the dog either. You have only one chance with trying to use a tazer, and a fast running dog would be hard to hit. Chances are better you'll stop an attacking dog with a few shots fired from a .45 caliber Glock.
Overall, the culture of pit bull ownership is pretty damned screwy.
I don't know how it is in some places, but around Lawton most pit bull owners look like white trash tweekers. Not that they're on crank, but they do look like meth heads. Lots of irresponsible, scummy people gravitate to owning pit bulls. I personally know a few people who own pit bulls, and nearly all of those folks are a bit on the trashy side. They have problems. The only one who doesn't is a coworker who is also a former police officer. He rescued a pit bull from a busted dog fighting operation. His dog, Molly, was used as a bait dog. Other dogs would attack her savagely. It's common for smaller pit bulls to be used in this manner. It's also common for dog fighters to steal other people's pets to use as pit bull bait (the stolen dogs are often killed). Molly recovered from her physical wounds, but has been left all but permanently traumatized. Molly is scared of everything. She won't even go outside to pee without someone coming outside with her. Pretty damned sad.
On the topic of "what makes me go insane," I have nothing but absolute contempt for anyone who uses pit bull dogs to fight. I judge them to be deviant perverts who get their rocks off on cruelty. The same goes for anyone attending dog fights and/or betting on the outcome. They are lower than that sludge which accumulates at the bottom of a rotting garbage dumpster on a hot 100° day.
